1. A graphic titled 'The Very Big Mistake'. A cartoon of Premier Colin Barnett's head and shoulders in front of a cartoon of Dr Ron Chalmers of the Disability Services Commission - Ron is standing beside a whiteboard that reads, 'WA NDIS'. Colin is smiling widely. A speech balloon from Colin says, 'We're going to make a whole new scheme, and it will be great! 'Cos WA is different and our scheme will be different and better!'
2. A cartoon of Minister Donna Faragher's head and shoulders in front of a cartoon of Dr Ron Chalmers of the Disability Services Commission - Ron is standing beside a whiteboard that reads, 'WA NDIS'. Donna is smiling. A speech balloon from Donna says, 'It's not the Federal NDIS, but it's going to be great! We can't tell you how great, but trust us, it's great!'
3. Text reads - two years later, the WA State Government refuses to show the evaluations of the NDIS vs WA NDIS trials, signs an under the table secret in principle deal with their commonwealth counterparts and changes their tune...
4. A cartoon of Minister Donna Faragher's head and shoulders. She is smiling. A speech balloon from Donna says, 'And the WA NDIS - well, it's exactly the same as the Federal Scheme! Well, I know lots of people have raised silly issues like choice and control and I know it's going to cost us way more money than a real NDIS and I know that we haven't actually shown anyone the model or evaluation and yes WA is the only state that is going to pay 100% of the admin plus bear 75% of the risk but really, truly - it's exactly the same.'
5. Text reads - they talk to the commonwealth about signing a quick and dirty deal - pre election, with big conditions attached.
6. A cartoon of Minister Christian Porter's head and shoulders. He looks smug. A speech balloon from Christian says, 'Certainly you can have your own scheme in WA! You'll just have to convince the disabled people that it's better for them, without showing them why, tell the WA taxpayers that they're paying hundreds of millions more than the rest of the country...then fine.'
6. A cartoon of Premier Colin Barnett's head and shoulders. He is smiling and there is confetti in the background. A speech balloon from Colin says, 'Oh, we don't need to do that. I am sure the taxpayers will be really happy to cough up the extra money - especially if we don't tell them about it - and the disabled people will be happy too! They will just smile and be grateful, even if they're worse off - you watch and see!
7. A cartoon of hands clasped together in a handshake. The text reads, 'Four hours before WA goes into caretaker mode, Colin and Christian sign an agreement.'
8. Text: The news is released to the disability sector - and disabled West Australians find out for the first time that their future has been decided and that there is a very real risk that they will be worse off than other Australians. And then the taxpayers find out, and politicians, for the very first time, wonder if they've made a very big mistake.
9. An image of Colin Barnett looking worried. His hands are clasped in front of his face. In the background, an angry crowd is rioting - one holds up a sign which says '#realndis'. Colin is thinking, 'But looking on the bright side, I have 40 days to work out how to fix this and get hundreds and thousands of voters back on side...'
Stay tuned for the next instalment of 'The Very Big Mistake.'
